Version 5.5: Overhauled, Supercharged, Rewritten 2021 Severe Warning Polygons System + Custom Private Datasource

*New rewritten warnings parsing engine with efficiency + performance improvements (less bandwidth and CPU usage)
*New privately hosted traditional hourly-file-based data source for severe warning polygons (supports new SWS and EWW warnings)
*New ultra-low-latency instantaneous "Push"-based private warnings server + client side integration.
**Uses HTTP/SSE (Server Sent Events) to stream new severe warning polygons into WSV3 within mere milliseconds of NWS issuance
**Push server uses native TempoQuest integration with NWWS (National Weather Wire Service) using XMPP protocol
**Lowest-latency, most rapid display of new NWS severe warnings polygons in an interactive weather graphics application currently in existence in 2021 (as far we are honestly aware)
*New support and display of NWS Severe Weather Statement (SWS) polygons
*New support and display of NWS Extreme Wind Warning (EWW) polygons
*New live counter feature showing number of active warnings per type on UI header at given time
*Support for latest 2021 NWS IBW (Impact Based Warning) tags on all severe polygon warning types
*New customizable text/phrase-match warning polygon style settings system
**Ability to define text phrases in warning text which trigger custom override styles
**Allows the user total flexibility to create custom styles based on warning impact tag levels, tornado classifications, geographic names, etc.

**New cleaner/less verbose parsing of wind and hail size estimates (customizable, single-line)
**New setting for inclusion of damage threat IBW tags
*Warning info box popup now dynamically updates in loops with new/updated/changing impact information in NWS update messages
*Added new settings for info box, allowing user to customize which entries are show (instant on-map update when settings changed)
*New experimental "Locations" list setting for info box (dependent on WFO following standardized format; not all warnings comport)
*New info box text wrapping character width setting
*New SNTP-based atomic time synchronization. (Old TIME protocol deprecated and was blocked on many firewalls/public WiFi connections)
*Fast in-memory display of full warning text on right click
*Full warning text display caption now shows WMO header and warning type
*New setting to control old-to-new or new-to-old order on multi-message warnings in full text history popup window
*Large improvements/new features in warning tracking objects
**Warning tracking timing and positioning now dynamically updates in real-time and no longer assumes the current time is equal to the issuance time
**Storm centroids and storm lines now move across the map in real-time (zoom in to perceive) according to NWS-assigned motion vector
**Path and line storm tracking extrapolation times from NWS warning tracking objects have greatly improved accuracy in time markers, ETA rollover, and city list impact times due to taking into account the progression of the tracking object since issuance time (previously, this compensation was not made)
**Rolling over points in a tracking path/cone which precede the current live-extrapolated position will correctly show time "since" impact and count upwards, with only downstream locations showing time "until" impact counting downwards
*Newest AlphaControls version upgrade
