*Sustaining operations update*
-Rewritten GPU-based atmosphere scattering rendering (saves/eliminates much CPU usage on per-frame render)
--New simplified atmosphere rendering settings/controls and improved default appearance
-New high-performance GLM lightning strike rendering using optimized sprite rendering engine greatly reduces per-frame-render CPU-cycles while retaining rollover info/strike counter functionality
--Better-looking, new defaults for GLM lightning rendering
-Fixed SPC Fire Outlooks (SPC now using new shapefile projection format which broke previous implementation)
--Fixed SPC Fire Outlook category/level z-order display issue
-Fixed non-omission of "significant" overlay fields in SPC Convective Outlook probabilistic display options
-Fixed rare warning polygon lat/lon coordinate parsing issue
-Added UGC header parsing to special weather statement parsing for correct detection of product expiration time in rare cases lacking usual expiration time text
-Performance optimization to render-to-texture techniques (used in framebuffer effects and contour line rendering)
-Miscellaneous code improvements
