WSV3 Professional V7.12

First-gen WSV3 Professional 2015 remains in sustaining-operations mode while next-gen WSV3 Tactical 2027 and WSV3 Studio 2027 development continues separately (https://WSV3.com/2027). This first-gen update improves radar reliability, compatibility, and data delivery.

1. New CDN-backed infrastructure designed for faster, more consistent downloads.
2. Default NOAA Level 2 source fixed according to NOAA move from NOMADS to TGFTP.
3. Improved Level 2 and TDWR reliability, derived-product calculations, palette consistency, and memory safety.
4. Fixed Windows regional settings issues affecting Level 3 radar, METAR, soundings, and NWS text products, confirming fix on Mexico/Spanish localization machine and related past parsing issues.
5. Corrected Level 3 value/color conversion for composite reflectivity, classic Echo Tops, and VIL.
6. Improved Level 3 product selector UI and added Level 3 layer composite reflectivity and 3-hour/24-hour precipitation accumulation products while retiring six deprecated Level 3 entries.
7. Strengthened Level 2/3 error handling and diagnostic logging.
