WSV3 Professional V7.7

1. Fixed broken display of higher ERO product categories from WPC shapefile change.
2. Fixed/rebuilt NWPS (National Water Prediction Service) river gauge/forecast shapefile product after large government-side changes.
3. Fixed/rebuilt MODIS/VIIRS fire detection point products after large government-side changes.
4. Corrected GOES-R Extended Imagery satellite name captions from GOES 16/17 to 19/18.
